Like other inner-city places, we are a borough of contrasts with extreme wealth and poverty that inhibit social mobility.
We support those in need to have better lives through measures such as grants to help families with the cost-of-living crisis and through interventions that can lead to lasting change. For example, we are the only local authority to offer universal free school meals for all primary and secondary school children.
All our residents should have access to excellent council services when they need them. To achieve this, we are investing £28m into our leisure centres, including five swimming pools, and our Idea Stores continue to be important hubs for community life, offering a place for families, students, and adults to meet and learn.
Part of our commitment to improve services for the local community is to directly manage services. This includes our council-owned homes, leisure centres, and youth services.


As the fastest growing and most densely populated place in the UK, there is intense pressure on housing. That is why we are working with developers and housing associations to deliver at least 1,000 social homes for rent every year, along with policies to tackle overcrowding, homelessness and fire safety issues.
The range of Public Realm services we provide needs to improve and our 120 parks, including Victoria Park, must continue to be some of the best in the country.
To achieve this and more, we are investing £78m into our services, £4.4m for additional police and enforcement officers, £3.1m into our CCTV upgrade and £19m into our young people.
We must also reorganise the council, make savings by delivering differently and lean on our location to bring in more revenue from our assets.
Together, we will ensure Tower Hamlets is a significant stakeholder on the London stage and builds a strong reputation on a national level for providing cutting edge services.

Tower Hamlets is delivering one of the most ambitious agendas in local government, in one of the most important places in the country.
We are custodians of an iconic borough that is both the fastest growing and most densely populated in the UK. We also own an award-winning new Town Hall at the former Royal London Hospital building in Whitechapel.
After becoming Chief Executive, it became clear that the council need to change its approach if we are to deliver the best outcomes from our Strategic Plan.
To achieve this, we started our People First transformation programme two years ago to align our structure, budgets and culture accordingly.
We have changed our directorates and structures including creating new senior roles, and we are bringing in new talent including these five director roles.


We now have one of the most robust financial positions in local government with signed off accounts which has been praised by our Local Government Association Peer Review.
Our latest Annual Resident Survey results are the best we have ever had. In almost every area we are performing better than the local government average.
We are proud to have one of the most progressive agendas in the country which we are delivering at pace. We have just set a balanced three-year budget, achieved an outstanding Ofsted rating and are doing things that other authorities just aren’t able to do.
However, there is more work to do and, following a Best Value Inspection, the government has sent Envoys to support the council on our continuous journey of improvement.
We are the first local authority to test this new collaborative model of support while retaining all our powers.
