Tower Hamlets Housing Services is going through one of the most exciting transformations in its history.

We insourced our Tower Hamlets Homes in November 2023, and we are investing in both the service and our passionate housing teams with a focus on delivering new homes and providing excellent customer service.

We are building the next generation of council homes as part of our ambitions to tackle overcrowding and provide good quality homes. We now have 22,000 homes across the borough including The Boundary Estate in Shoreditch which is the first council housing estate in London.

As our Director of Regeneration, Housing Supply & Assets you will play a leading role in delivering some of London’s most high-profile housing and regeneration schemes. You will combine your experience in managing and delivering major capital programmes with your track record of securing property and asset deals to help maximise delivery. You will have demonstrable experience in leading the direct delivery of new council housing as well as working in partnership with developers and registered social landlords. Tower Hamlets is proudly delivering significant estate regeneration in places like Blackwall Reach and the Ocean Estate. We will continue this through our Harriot, Apsley and Pattison estate regeneration schemes where you will drive delivery with our recently appointed development partner.

Underpinned by a strong financial framework and position, you will be joining a council with a significant and growing capital programme. This includes delivering priorities from new youth and leisure facilities to community and religious meeting place infrastructure and vital new extra care housing provision. You will lead a team which is delivering 4000 social rented homes to tackle overcrowding and alleviate housing need, through a combination of direct delivery, acquisitions and working in partnership with developers and Registered Social Landlords.

In Tower Hamlets, our entire focus is on delivering for our residents – you’ll have the scope to deploy different approaches to delivery to suit the context and approach which is needed.

You will work with our permanently appointed Corporate Director for Housing and Regeneration, David Joyce, to ensure the development, implementation and regular review of the services that you will oversee. Importantly, you will have an eye for commercial opportunities to drive income from our extensive commercial portfolio and best value from our property assets to deliver on our objectives.

The role will require the effective procurement and management of all capital programme, construction related and property contracts. You will have strong community development, engagement and communications skills and experience of working with the third sector and local community to ensure that placemaking in Tower Hamlets builds on the strengths of our existing community.

You will need to have the ability to balance strategic leadership and direction with effective operational management. This includes fostering an open and trusting culture with the ability to lead change through others and inspire high levels of performance.

We are looking for an individual with the ability to apply discretion and initiative in dealing with complex issues. You will be authoritative and influential, with highly developed relationship management and networking skills, and the ability to foster joint working across services.

You should be naturally engaging with an ability to inspire and command the respect, trust and confidence of colleagues, council members and other stakeholders.

Financial and commercial awareness, highly effective budgeting and financial management skills is essential. As one of the most visited places in the UK, there are significant opportunities to generate much needed income. There are significant development opportunities in Tower Hamlets, and you’ll take a strategic approach to identifying priorities and delivery strategies that maximise these for the benefit of our residents, visitors and businesses.
